Job Summary– Procurement Engineer (Civil)

The Procurement Engineer – Civil will be responsible for managing end-to-end procurement processes for construction projects, ensuring materials and services are delivered on time, within budget, and in compliance with quality and technical specifications. This position requires a detail-oriented professional with strong commercial and technical expertise in civil engineering materials, contracts, and supplier management.

Key Responsibilities

  • Plan, organize, and manage the procurement process for civil and structural materials, equipment, and subcontracted works.
  • Analyze project BOQs, technical drawings, and material specifications to prepare accurate procurement plans.
  • Source and prequalify suppliers, ensuring adherence to company standards for quality, reliability, and cost-effectiveness.
  • Prepare and issue Requests for Quotation (RFQs), compare offers technically and commercially, and recommend suppliers based on total value.
  • Negotiate prices, payment terms, and delivery schedules with suppliers and subcontractors.
  • Coordinate with engineering, site, and finance teams to ensure timely approval, delivery, and payment of materials.
  • Maintain procurement logs, material tracking systems, and supplier performance databases.
  • Ensure compliance with procurement policies, project timelines, and contractual terms.
  • Manage documentation for purchase orders, subcontracts, and delivery notes.
  • Support cost optimization through value engineering and market analysis.
  • Resolve supplier-related issues and ensure the replacement of nonconforming materials.
  • Support audits and ensure proper archiving of procurement documentation.

Qualifications & Experience

  • Bachelor’s degree in Civil Engineering (Master’s degree or PMP certification is an advantage).
  • Minimum 7 years of experience in procurement within construction or infrastructure projects.
  • Strong understanding of civil engineering materials, specifications, and construction methodologies.
  • Experience with procurement of concrete, steel, finishing materials, infrastructure items, and subcontracted works.
  • Proven knowledge of FIDIC contracts and project procurement procedures.
  • Excellent negotiation and communication skills.
  • Proficiency in ERP systems (Odoo, SAP, or Oracle) and MS Office (Excel, Word, PowerPoint).
  • Strong analytical and cost control abilities.
  • High integrity, attention to detail, and ability to manage multiple procurement activities simultaneously.
  • Languages: Fluency in English is required; French or Arabic is an advantage.
